Who is Richard “Rick” Snuffer II?
  • Worked for USDA for 38 years, retiring in 2017 as State Executive Director of USDA/Farm Service Agency over seeing 100 plus employees with over 200-million-dollar budget.
  • Served on the Raleigh County Board of Education for 14 years, the last 10 years as the President.
  • Lives on and manages a purebred Angus operation (Snuffer Farm, LLC), a farm that has been owned and operated by my family for over 100 years.
  • Graduated from Trap Hill High School and West Virginia University. Attended Graduate School at West Virginia University and WV College of Graduate Studies.
  • Married to Peggy Livengood Snuffer.  Combined we have six children and eight grandchildren with number nine on the way.
  • A Christian who serves as a trustee for my church.
Life Long Resident of 31st

My family has worked and lived on the same land for 117 years. I’m the fourth generation to continue this commitment and love of the land. My family and myself have always been dedicated to making the 31st district a better place for all its citizens. Now I want to help the 31st by taking your concerns and problems to Charleston as your delegate. I will be a voice for all the people of the 31st not just a select few.  Together, I believe we can improve the 31st and all of WV to make it a better place to work and live.

  • Actively supported hiring PRO officer in every High and Middle school in Raleigh Co
  • Worked hard to improve teacher pay and benefits thru passage of the last 3 school levies
  • Former PTO president/ Past member of the Local School Improvement Council for Fairdale elementary, Trap Hill Middle and Liberty High School
  • Actively supported the Teacher walkout this past year.
  • Former classroom teacher- taught Vo-Ag for two years

Under My Leadership:
  • Built New Fairdale Elementary with no new taxes
  • Built New Marsh Fork Elementary with no new taxes. This was the only WV school built partnering with industry, non-profit, state, community and local county funding.
  • 1st county in WV to provide iPad’s to all students with no new taxes
  • Help build new state of art Tennis Courts at Liberty High School
  • Help build new Girls softball field at Liberty High School
  • Help build new concession stand/bathrooms at Liberty High School Baseball Field.
Combat The Opioid Crisis
Far too many families in the 31st district have been devasted by the addiction to prescription pills and heroin. I will support stronger accountability for Doctors and Pharmaceutical companies in the usage and marketing of Opioids. We need to work with community leaders to help fund more and better rehab facilities.  This is enormous problem for the 31st district and it will take a multifaceted approach that includes law enforcement to solve it. I will work with all parties to find a permanent solution to the drug epidemic.
Improve Our Economy
WV must diversify our economy. We have great energy assets but we need to have new areas of economic development. These should include high tech, agriculture, tourism, timber, plus added value on your coal and gas. We need to structure our tax system to reward businesses that process and add value to our natural resources. This will create jobs for WV and for the 31st district.  We must upgrade our inter-structure to support and attract new businesses. This must include high speed internet, clean water, sewer service and good roads (Everyone keeps talking about this, it’s time to stop talking and just do it!). I promise you, I will dedicate myself to help make this become a reality for the 31st district.
